COMMUNITY SERVICES

Summer Surf Contest - Over 180 locals are signed up to compete in the 36th Annual Huntington Beach Surfing Championships to be held south of the pier on September 16 and 17. Participation is limited to residents in the Huntington Beach Union High School District. Divisions include Super Masters (55 & older), Grand Masters (45 through 54), Seniors (35 through 44), Masters (25 through 34), Men (18 through 24), Juniors (15 through 17), Boys (10 through 14), Women (10 & older), and Menehune (9 & under). Trophies will be awarded for first through sixth place in all divisions.

Bride & Groom's First Dance - If you're planning on getting married in October or later, you have time to take the Bride & Groom's First Dance class on Saturday, September 30. Bring your own music, and Kaylaa Fox will make sure you look like professionals at your reception. The fee is $25 per person. The class will be held at Murdy Community Center from 11 a.m. to noon.

California Coastal Cleanup Day - On September 16, HELP KEEP YOUR BEACHES CLEAN volunteers will be meeting on the north side of the Huntington Beach Pier on Saturday from 9 a.m. to noon. Bags and gloves will be provided, and free parking will be available in the city beach parking lot at 1st Street and Pacific Coast Highway. After the cleanup, Simple Green (co-sponsor of the event) will be holding a raffle for all volunteers. For more information, please call Tim Dugan at 536-5614. Plein Air Painting Festival - The Huntington Beach Art Center is hosting the Second Annual Plein Air Painting Festival. This event is to celebrate the natural beauty of Huntington Beach and to raise funds through the exhibition and sale of artwork for the benefit of the Art Center's exhibitions and education programs. The Art Festival is an invitational, outdoor painting event bringing exceptionally fine Plein Air artists to Huntington Beach in the spirit of artistic competition. Three top prize awards will go to the artists whose work is selected by Jean Stern, Executive Director of the Irvine Museum and recognized specialist in the field of Plein Air. This year's festival opens with a wine tasting and reception for the artists on Friday, September 15, from 6-9 p.m., when the artworks will first be available for purchase. On Saturday, September 16, the artists will be Painting in the Streets, setting up easels at different locations in the first two blocks of Main Street while they capture the unique character of Huntington Beach's downtown. Another party at the Art Center is planned for that evening from 6-9 p.m., celebrating the award winners and continuing the sale of paintings including those created that day. Prizes have been provided through the generosity of sponsors including the Hilton Waterfront Beach Resort and the Hyatt Regency Resort and Spa. Join the fun, become a collector, and capture your favorite scene in Huntington Beach! The sale begins on Friday and continues until the exhibition closes on September 24. FINANCE

Fiscal Year 2006/07 Budget Adoption - On September 6, the Huntington Beach City Council approved the Fiscal Year 2006/07 budget. This $318,997,645 budget funds all city departments' operations, while funding numerous capital projects throughout the city. Since the start of the budget development process in March, Finance Department staff worked closely with each city department in drafting their portion of the budget. Meetings were held with Administrative staff, department heads, and Finance Department budget staff to discuss budget proposals and priorities, expenditures, and revenue projections. Public Works took the lead on the five-year Capital Improvement Program (CIP), drafting a document laying out the various capital projects to be undertaken during this period. POLICE

Officer Saves Woman From Drowning - Motor Officer Brian Knorr had been up all night investigating a traffic accident at Warner and Los Patos and was heading into the station to turn in paperwork and go home. While on his way to the station, he heard a call broadcast of an injury accident (car into a ditch) on Slater west of Springdale. Officer Knorr drove to the location and saw a car partially submerged in the water and sinking. He could see an elderly woman trapped in the driver's seat unable to get out. Knorr removed his gunbelt and jumped into the dirty mucky water that was up to his shoulders. He was able to pull the elderly female out of the car window just as the car slipped almost entirely underwater. The driver had only minor injuries. Had it not been for the quick actions of Officer Knorr, however, she quite possibly could have drowned.
