CITY TREASURER'S DEPARTMENT
New $50 Bill - The US Treasury has redesigned this bill, which was put into circulation on September 28. They have added additional security features such as ink that appears to change from copper to green with movement, a security thread embedded in the paper that spells out the denomination of the bill, and a watermark image of Ulysses S. Grant. In addition, tiny yellow 50's are printed on the back.
COMMUNITY SERVICES
Holiday Cooking Workshops - The fall SANDS Bulletin offers two, parent-child participation cooking classes. These are both one-class sessions open to children 6 - 12 years of age. On October 23, it's the Halloween Pumpkin Party where participants will cook with pumpkin, making mini pumpkin pizzas, cookies, soup, and more. On December 4, in the "Holiday Cookies and Boxes" class participants will bake mocha men cookies, lemon snowdrops, rolled Christmas trees, and butter pecan cherry drops. A $5 materials fee is required for both classes. Sign up now at the City Gym & Pool.
Monthly Ballroom Dances - On the second Friday of each month, adults of all ages are invited to attend the Huntington Beach Council on Aging monthly Ballroom Dance at Rodgers Seniors' Center. The dancing will begin at 7:30 p.m. on October 8 and end by 10:30 p.m.
Marine Safety - The NSSA Junior Surf Contest was held at 9th Street on Saturday, October 2. Marine Safety statistics for September were as follows: Attendance - 660,047; Public Contacts - 33,986; Rescues - 217; Preventative Actions - 13,256; Law Enforcement Contacts - 2,563; Medical Aids - 119; Lost and Found Persons - 28; Wildlife Calls - 4; Drownings - 0. This weekend, the Calvary Chapel Surf Contest will be held south of the pier on October 9, and the H.B. Surf Series will be held at 9th Street on October 9/10.
ECONOMIC DEVELOPMENT
CDBG Bus Tour - The Citizens Participation Advisory Board (CPAB) will tour some of the city's Community Development Block Grant (CDBG) projects and activities on Thursday, October 14. A charter bus will leave City Hall about 1:30 p.m. to visit public service activities, infrastructure projects, and future improvement sites. CPAB is the volunteer board that makes recommendations to the City Council on the proposed allocation of funds from the U.S. Department of Housing and Urban Development (HUD). Seating is limited, and any member of the public interested in attending is asked to call (714) 536-5542 for more information.
CIM Announces Mobilization for Construction on The Strand - On September 30, CIM and Snyder-Langston announced the mobilization for construction on The Strand as of Monday, October 4. The parking lots located on the east side of 5th Street will be permanently closed, and the parking lot located on the west side of 5th Street will only be available to business owners and tenants via special parking passes obtained from CIM. Street closures will be announced 24 hours prior to closing. FIRE DEPARTMENT
Fire Department Receives Grant Funding to Replace Firefighter Clothing - On September 3, the Department of Homeland Security notified the Fire Department that it was successful in obtaining $75,516 in competitive grant funding as part of the Assistance to Firefighters Grant Program. The money will be used for the replacement of firefighter turnouts, the protective outerwear that Fire Department personnel wear during firefighting operations. This replacement is critical because the majority of the department's turnouts exceed the industry's recognized life expectancy of seven years. The grant award saves city money and will allow the department to completely replace its turnout gear in one year. Without it, replacement would have taken several years. This is the second year in a row the Fire Department has been successful in obtaining Assistance to Firefighters Grant Program funding. Last year, $24,502 was obtained to provide fire station exercise equipment, which is used in the department's mandatory physical fitness program and which helps reduce emergency response injuries.
Open House - In commemoration of National Fire Prevention Week, the Huntington Beach Fire Department will be hosting an Open House on Saturday, October 9, at all of its eight fire stations. The stations will be open to the public from 9:00 a.m. - 3:00 p.m. Citizens may stop by neighborhood fire stations and take a tour, view the apparatus, and meet the firefighters. Fire safety materials, including coloring books, helmets, and badges, will be available for the children. This year's theme is "Test your Detector." Don't forget to do that this week.
Apartment Fire - On September 29, the Fire Department responded to a reported apartment fire on Hess Circle. A neighbor heard a crackling sound and saw smoke coming from an upstairs, one-bedroom apartment and called 911. Firefighters first on scene made entry and extinguished the fire, which was confined to the bedroom. The fire caused approximately $5,000 in heat and smoke damage. The cause of fire was from an unattended candle. No injuries to civilians or firefighters were reported.
POLICE DEPARTMENT
Helicopter Makes Observation - While patrolling over the city, HB1 observed several suspicious subjects in the front of a residence. Based on their experience, they believed a narcotics transaction had taken place and directed ground units to stop a vehicle leaving the residence. Responding officers stopped the vehicle and recovered 70 baggies of marijuana. Through the investigation, it was determined the subjects in the vehicle had just sold a quantity of marijuana to the resident. The subjects in the vehicle were arrested and charged with Possession of Narcotics for Sale. This is another example of HB1 being a great asset to the community and a great tool for the officers on the ground.
Restored Police Car Receives Award - The Police Department's restored 1948 Chevrolet police car will receive an award this week from C.O.P.S. West for the best in show for old police vehicles. C.O.P.S. West is the largest gathering of vendors of police merchandise on the west coast.
PUBLIC WORKS
Arterial Rehabilitation Projects - Construction work on the 2003/04 Pavement Rehabilitation Project will begin this week. Affected streets include Brookhurst Street (Bushard to Hamilton), Bushard Street (Brookhurst to Banning), Edwards Street (Warner to Bolsa), and Warner Avenue (Bolsa Chica to Graham). The full lengths of Davenport Island, Hooker Drive, and Hughes Drive will also be resurfaced. The streets included in the arterial rehabilitation were determined by the condition rating identified in the Pavement Management Study, as well as available funding. The rehabilitation process includes removal and replacement of the street surfaces. Generally, work will take place in one lane at a time; however, some traffic delays can be expected. The contract completion date is April 2005.
Water Use for September - City water use was down approximately 40 million gallons between the months of August and September. Conservation Tip of the Month: The biggest potential for water savings for most homes is actually outside in the lawn. Plants and turf can thrive on far less water than you may realize. Also, check your irrigation system for leaks and broken sprinkler heads on a regular basis.
Please note - The Utilities Division began monthly meter reading in September 2003. Prior to this, meters were read on a bimonthly schedule. The consumption figures shown prior to this time show a running average over each two-month reading cycle. Also, due to the changeover to monthly meter reading, September 2003 figures are slightly overstated, while July and August 2003 are slightly understated.
