CITY TREASURER

New Employee - Please join the City Treasurer's Department in welcoming Joyce Zacks as the new Deputy City Treasurer. Prior to accepting this position, Joyce worked at Pacificare for 17 years as the Director of Treasury. In her free time, she enjoys running, cooking, and playing with her two Corgis. She currently resides in the city of Fountain Valley with her husband and two daughters.

Investment Policy - The city of Huntington Beach was formally recognized for having their written Investment Policy certified by the Association of Public Treasurers of the United States and Canada in July 2006. The city was one of only 35 recipients to have their policy certified in 2006, and over 350 agencies have received their policies certified since 1990. This certification requires that the policy meet strict criteria intended to protect the agency's funds from loss. The Investment Policy is an important part of the city's investment program, and annually the City Treasurer presents this policy to the City Council for approval.

COMMUNITY SERVICES

Fall SANDS Community Services Guide - The new SANDS Bulletin arrived in mailboxes last week brimming with city news; cultural and historic services; beach and recreational facilities information; special events and day camps; workshops, and recreational classes for toddlers, teens, adults and seniors. If you didn't receive a bulletin in your mailbox, please check with your mail carrier or call your local Post Office. You may also pick up a bulletin on the fifth floor of City Hall, and at all community centers and libraries.

Senior Saturday - The 18th annual Senior Saturday Community Festival sponsored by the Council on Aging will be held at Pier Plaza on Saturday, September 9, 2006, from 9 a.m. to 2 p.m. Admission is free. Countywide senior services and health care providers will present information and fun giveaways. There is all-day entertainment with a $2.00 continental breakfast and a $2.00 lunch served in front of the stage. Huntington Beach Senior Services will provide a free shuttle from Rodgers Seniors' Center and City Hall to the pier. Call 714-536-9387 for more information.

Time Warner "Time to Help Kids" - Once again, our local Time Warner Cable supported Project Self-Sufficiency with their Time Warner "Time to Help Kids" program. The individual employees assisted school aged children, grades K-12 in preparing for the upcoming school year by providing backpacks filled with school supplies and other items. In addition, the company also planned a delicious picnic dinner for the families to enjoy! The picnic was complete with a visit from "Scooby Do" and from Mayor Pro Tem Gil Coerper. Thank you to Time Warner for their dedication to the Huntington Beach Community!

Emergency Grab and Go Backpacks for PS-S Families - Many thanks to the Church of Jesus Christ Latter Day Saints who will prepared 80 emergency Grab ' n ' go Backpacks for PS-S families. The bags contained items that would be needed in the event of an emergency, such as emergency food and water, and a small first aid kit. Each pack contained useful information on emergency preparedness provided by the Huntington Beach Emergency Operations Center. Many thanks for the LDS Church for their thoughtful donation to the Families of Project Self-Sufficiency.

FIRE DEPARTMENT

Garage Explosion - Fire units responded to a report of an explosion in a garage at 4:03 a.m. on August 24. The structure was a two-story, fourplex with one unit over all four garages. Police officers arrived first and found no fire but did find a man inside the garage at the time of the explosion. The victim initially ran to his patio and used a garden hose to extinguish the fire that resulted. Police found a 29-year-old male standing in the alley partially clothed complaining of burns to most of his body. He told police he had been cleaning an engine with lighter fluid, but the fluid was actually an ether-based material. The Haz-Mat unit was called to confirm that no other hazardous materials were present. The blast blew two of the garage doors across the alley and the stucco off the walls of one garage, and it lifted the second story off its supporting beams. All the drywall in three of the four garages was damaged and most of the 2x4 studs were broken or displaced. One upstairs unit was rendered uninhabitable. The other three units were without gas as of August 25. The building was tagged as unsafe to enter by the Building Department. The victim was taken to a local hospital for treatment. The cause of the fire is under investigation.

PLANNING

Seminar on Renter's Rights and Responsibilities for Oak View Residents - In response to questions from residents in the Oak View area (northeast of Slater Ave. and Nichols St.), the Code Enforcement Division is participating in a seminar with the Fair Housing Council on renter's rights and responsibilities on Wednesday, September 6, 2006, at 6:00 p.m. at the Oak View FCRC gym. The seminar will be a joint effort of the City's Code Enforcement Division, Economic Development Department, Police Department, Fair Housing Council, and Community Housing Council. The bilingual seminar will deal with topics such as how often the rent can be raised, how to ask for repairs and renter's rights. New Employee in the Planning Department - The Planning Department is pleased to introduce Andrew Gonzales as a new Assistant Planner. Mr. Gonzales comes to us from the City of Arcadia where he has worked for the past 3-1/2 years. Andrew will be assigned to the Current Planning Division and primarily work on zoning entitlements, counter, and assorted assignments within the department. Please join us in welcoming Andrew to the City of Huntington Beach!

PUBLIC WORKS

FY 2006/07 Capital Improvement Program - The proposed FY 2006/07 Capital Improvement Program (CIP) was presented to the City Council in conjunction with the proposed city budget. The Council Members received an overview of the $36.5 million CIP at the August 21, 2006, Study Session. Highlights of the CIP include over $6 million in street, alley and concrete repairs. Annual sewer line and water line replacement programs total $5 million. The Community Services Department plans over $2 million in park facilities improvements. Approximately $10.7 million is allocated from one-time redevelopment revenue to make improvements in qualifying areas. In addition to the new projects, over $25 million for active projects will be continued into FY 2006/07. The proposed CIP, along with detailed project descriptions, can be found on the front page of the city's website.
