    The City’s “No Cost” Payment Program by IVR
    • Pay Your Utility (Municipal Services) Statement by Phone – To pay your municipal service bill using our PhonePay service, call this toll-free number, 1-877-309-4915.  PhonePay service gives you the option to pay your municipal service bill with a credit card (Visa/MasterCard). All payments are posted to your account on the next business day. For customer service assistance in making payments by IVR, please call 1-888-357-8394.
    • Pay your Parking Ticket Citation by Phone -  Call this toll-free number 1-800-565-0148.

  • ePay
    The City's "No Cost" Payment Program On-Line
    Pay Your Utility (Municipal Services) Statement On-line
    - ePay service gives you the option to pay your municipal services bill on-line with a credit card (Visa/MasterCard). Pay Bill On-line Now. All payments are posted to your account on the next business day. Just have your complete account number and the amount that you want to pay.

  • Payments at City Hall

    2000 Main Street on the 1st Floor at Cashiering Stations 1, 2 or 3 in the Huntington Beach City Hall Building

    Drop Boxes

    • A Day Drop is located in the City Hall lobby in front of the City Treasurer’s Department.  No cash payments accepted.

    • A Night Drop is located on the outside west wall of City Hall, and is collected once a day at 7:30 a.m.  Cash payments accepted.

    • The third Night Drop for non-cash payments is a free-standing depository located between the Police Department and the City Hall building, near the fountain.  Pick-up times are at 7:30 a.m. and 3:00 p.m., Monday through Friday (except holidays).  No cash payments accepted.

    Civil Citations Payments

    You must pay the fine within 30 calendar days of issue or be subject to late penalty and/or interest at a rate of 18% annually.  The citation and fine shall be mailed or delivered to the City of Huntington Beach, Attn: Civil Citations, P.O. Box 711, Huntington Beach, CA 92648.  Be sure to include the citation number on the face of the check or money order.

     
    DO NOT SEND CASH.  PAYMENT OF THE FINE DOES NOT EXCUSE YOU FROM THE REQUIREMENT TO CORRECT THE VIOLATION.

    Important Notice:  The violation of the Municipal Code section charged in a citation constitutes a NUISANCE.  Unpaid fines and other costs of abatement for property related violations may be collected by the City by an assessment and/or lien against your property pursuant to Government Code sections 38773.1 and 38773.5 and the Huntington Beach Municipal Code.  Unpaid assessments can result in the property being sold after three years by the County Tax Collector.  A full description of the civil citation procedures for Municipal Code violations and your rights in that process are found in Municipal Code Chapter 1.18.

  • Payments by Mail
  • Utility and miscellaneous receivable invoices are mailed approximately every 30 days and are due upon receipt.  Late charges, as noted on the bill, will be charged if payments are not received by the due date.

  • Payments by Third Parties - On-line Banking Payments – As a reminder, be aware that payments made by customers utilizing private online banking methods (your private bank or third party provider) are not posted to your City of Huntington Beach municipal services account immediately and may take up to seven business days to be received and applied to your municipal services account as many as mailed by the third party provider.  Please provide your complete account number from a current statement to ensure proper and timely credit to your account.
