The people of the City of Huntington Beach elected Joan Flynn to serve as their City Clerk in November of 2004. She began her career with the city in 1999 as an Administrative Assistant, later served as a Senior Analyst for the Public Works Department, and then was appointed Huntington Beach City Clerk by the City Council in June of 2004.

Joan Flynn is a 37-year resident of Huntington Beach. She is accessible to the public, exceptionally committed to public outreach and open government, and is very involved with the community. She has served on a wealth of organizations and committees that promote the welfare of children, and cancer awareness education. She is a member of the Chamber of Commerce and she also serves on the League of California Cities' Environmental Quality Policy Committee, representing the State's 509 City Clerks.

Joan's leadership has shaped outstanding improvements in the City Clerk's Office. She and her staff have modernized workflow by achieving several goals such as the implementation of document imaging and City Council meeting streaming video, which enables the public to watch live and previous City Council meetings from their home or business computer. The meeting minutes are now produced utilizing technology allowing Council action on agenda items to be documented electronically as they happen.

The City Clerk's Office offers many services to the public - records, agendas, minutes, ordinances, resolutions, municipal code, and zoning code are all available. The City Clerk's Office serves as a Passport Acceptance Facility, and offers voter registration forms and election information. Historical photographs and artifacts are also accessible for viewing by the public.

Joan Flynn graduated Summa Cum Laude from Vanguard University in 1996 with a Bachelor of Arts in Organizational Management. She is the proud mother of 4 children and 3 grandchildren.
