An Agency Shop Agreement exists between the City of Huntington Beach and the Huntington Beach Municipal Employees' Association (HBMEA). As a result, employees in classifications represented by the HBMEA are required, no later than 30 days after commencing employment, to become either a dues paying HBMEA member or pay an agency fee. Employees with a bona fide religious objection are required to pay an amount equal to the agency fee to a charity. All dues are collected via payroll deduction and distributed directly to HBMEA for processing.
Positions requiring a Class A or Class B driver's license perform safety sensitive duties and are, therefore, subject to the City's random alcohol and controlled substance testing program in accordance with Department of Transportation (DOT) regulations. The DOT requires alcohol and controlled substance testing information related to a random DOT drug-testing program from a previous employer for the two years preceding City of Huntington Beach employment.
