Petro Chemical Program
The City of Huntington Beach has a long history of oil production. Much of the land in the city was formerly leased or owned by oil companies and small independent oil operators. As land values have increased, and significant oil production has decreased, oil producing areas have become available for development. Managing environmental issues related to development is the responsibility of the Petro Chemical Section.
The responsibilities of the Petro Chemical Section include the following:

Coordinate plan checks for development projects involving fire and oil code issues
- Manage the City’s three producing oil wells, tank farm, and related equipment
- Enforce the Huntington Beach Oil Code through the fire department oil field inspection program
- Perform code enforcement for vapor extraction sites and the oil well abandonment process
- Perform annual oil well and wastewater permit inspections
- Evaluate grading and methane control plans

Review pool and spa applications and perform required inspections

Perform inspections of methane control systems

Maintain a history of abandoned oil wells related to development

Respond to active oil well incidents and odor complaints

Maintain a directory of subsurface transmission lines
