Public Comments – the Public Works Commission welcomes public comments on all items on this agenda or of community interest. Three minutes per person, time may not be donated to others. Commission on this date can take no action on any item not on the agenda. This is the time to address Commission regarding items of interest or agenda items other than public hearings. Communications on agenda items will be scheduled such that public comments may be received as close to 5:00 p.m. as possible.

F. INFORMATION ITEMS
F-1. Active Capital Project Report – An update on active capital projects is presented for the Commission’s information. Project information, including description, location maps and funding sources can be found in the FY 2007/08 Capital Improvement Program notebook, or on the city’s website under Current Budget information--What’s New.
F-2. Upcoming City Council Study Sessions - The City Council conducts public Study Sessions on the evenings of City Council meetings, normally beginning at 4:00 p.m., in Room B-8. A tentative listing of upcoming sessions is submitted for the Commission’s information.
G. ADMINISTRATIVE ITEMS
G-1. FY 2007/08 Arterial Rehabilitation, CC-1320 - Plans and specifications for the FY 2007/08 Arterial Rehabilitation, CC-1320 are in final preparation. Staff requests recommendation of this project to the City Council.
Funding Source: Funds are budgeted in Gas Tax and Measure M funds, 2007/08 Arterial Rehab 21390008.82300. The engineer’s cost estimate for this project is $4,500,000.
Recommended Action: Motion to recommend to the City Council the FY 2007/08 Arterial Rehabilitation, CC-1320.
G-2. Update of Speed Surveys and Speed Limits Speed Surveys Part1, Speed Surveys Part 2, Speed Surveys Part 3- The California Vehicle Code requires periodic review and updating of posted speed limits on various streets within the City. Posted limits enable the Police Department to continue using speed-measuring devices for enforcement.
Funding Source: Funds for the implementation of recommended speed limit changes are included in the Public Works Department operating budget.
Recommended Action: Motion to concur with staff’s recommendation for posted speed limits as summarized in Attachment 1, mapped in Attachment 3 and presented in detail in Attachment 4, and recommend that the City Council take appropriate action to implement the speed limit changes.
G-3. Traffic Signal Installations; CC-1322 - Springdale Street and Heil Avenue - Center Avenue at One Pacific Plaza - Plans and specifications are in final preparation for the modification of the traffic signals at the intersections of Springdale Street at Heil Avenue and Center Avenue at One Pacific Plaza. Upon approval from the Director of Public Works they will be ready for bid. Staff requests support of the capital project prior to advertisement for competitive bids.
Funding Source: Funds totaling $240,000 have been appropriated in the current budget year for the traffic signal modifications at these two locations. Funding is from the Traffic Impact Fee Account 20690007.82700. The engineer’s construction cost estimate for this project is $215,000.
Recommended Action: Motion to recommend to the City Council the modification of the traffic signals at Springdale Street at Heil Avenue and Center Avenue at One Pacific Plaza (CC-1322).
G-4. Capital Improvement Program Fiscal Year 2008/09 - The Capital Improvement Program (CIP) for Fiscal Year 2008/09 has been prepared and will be submitted for adoption with the City’s annual budget, subject to the recommendation of the Public Works Commission.
Funding Source: Project funding sources are included in the CIP document.
Recommended Action: Provide review and comment and recommend the proposed FY 2008/09 CIP to City Council.
