The City of Huntington Beach (City) will be the Lead Agency and will prepare a Draft Environmental Impact Report (EIR) for the project identified below. We need to know the views of your agency as to the scope and content of the environmental information, which is germane to your agency’s statutory responsibilities in connection with the proposed project. Your agency will need to use the EIR prepared by our agency when considering your permit or other approval for the project.
The project description, location, and the potential environmental effects are contained in the attached materials. A copy of the Initial Study ois, xis not, attached. A copy of the Initial Study is available for review at the following locations:

Due to the time limits mandated by State law, your response must be sent at the earliest possible date but not later than 30 days after receipt of this notice.
The public review and comment period for the Notice of Preparation is thirty (30) days commencing Monday, July 18, 2005 and ending Thursday, August 18, 2005.
A Scoping Meeting will be held during the comment period at 6:30 PM on Wednesday, August 3, 2005 to take comments related to the scope of the environmental issues to be analyzed within the Draft EIR. The Scoping Meeting will be located in Rooms C and D at the Central Library located at 7111 Talbert Avenue.

Project Title: Newland Street Residential Project
Project Location: 21471 Newland Street (south of Lomond Drive, west of Newland Street, and north of the terminus of Hamilton Avenue)
Project Description: To amend the General Plan Land Use designation of a 23.097 acre parcel from I-F2-d (Industrial – 0.5 Floor Area Ratio – design overlay) to RM (Medium Density Residential); to amend the zoning map from IL-O-FP2 (Limited Industrial – Oil District overlay – Flood Plain 2) to RM-FP2 (Medium Density Residential – Flood Plain 2); and to develop and subdivide a former industrial site to a residential development with 204 multi-family residential units and approximate two acre public park. The proposed project site was formerly used as an oil pipeline and storage tank terminal, for which decommissioning and remediation has been completed. A portion of the site is currently operating as a recreational vehicle and boat storage facility, which would be removed and replaced with the proposed new uses.
