months. The Beach Liaison Officers are civilians, usually schoolteachers, who are given specialized training to issue citations and handle problems on the beach. This unit patrols the beach in four-wheel drive vehicles,

ATV's, on foot and by bicycles. The Beach Detail substation is in the bach operations building, just south of the pier, next to the multi-purpose path.

The officers enforce all city and state laws on the beach. Consuming alcohol on the city beach is prohibited. The majority of citations and arrests are for alcohol and narcotics violations. Officers monitor the multi-purpose path and enforce the "No Riding Bicycles" ordinance when the path is congested. Officers also enforce the leash law on

"Dog Beach". Dog Beach boundries are from Goldenwest Street to Bolsa Chica State Beach. Dogs are not allowed anywhere else on the beach or except on the multi-purpose path.

The man with a bandage was walking on the pier with his parrot on the shoulder. The parrot fell off his shoulder and into the water. The owner of the bird jumped off the pier to save his drowning bird. Unfortunately the bird eventually drowned and the owner almost became a second victim because he did not know how to swim. The man held onto a pier piling until lifeguards assisted him. He suffered lacerations to his chest and arms as a result of the sharp barnicles on the pier pilings.
The H.B.P.D. helicopter "HB1" patrols the beach in the evening. "HB1" is often used to help stranded boaters, swimmers in distress, locating missing persons and suspicious incidents and crimes in progress.
