UNIFORM DIVISION COMMANDER
CAPTAIN WILLIAM STUART
In 1980, Captain Stuart started his career in law enforcement with the Covina Police Department and has worked for the Huntington Beach Police Department since 1984. He has worked a variety of assignments during his 25-year career including: Patrol Officer, Motorcycle Officer, Field Training Officer, SWAT Team Officer, Narcotics Investigator, Supervisor of the Field Training Officer Program, Supervisor of the Narcotics Unit, SWAT Team Commander, Crisis Negotiation Team Commander, Support Services Bureau Commander and Watch Commander.
Captain Stuart has a Bachelor of Arts Degree in Criminal Justice from California State University at Fullerton and is a graduate of the P. O. S. T. Sherman Block Supervisory Institute.
Captain Stuart grew up in Huntington Beach attending Spring View School, Marina High School and Golden West College. He enjoys all outdoor sports and is an avid NASCAR fan.
ADMINISTRATIVE OPERATIONS DIVISION COMMANDER
CAPTAIN CRAIG JUNGINGER
In 1979, Captain Junginger began his police career at the Bell-Cudahy Police Department and has worked for the Huntington Beach Police Department since 1985. He has worked a variety of assignments in his career including, Patrol Officer, training Officer, Traffic Motor Officer, Canine Officer, Beach Detail, SWAT, Narcotics Investigator, Support Services, Vice Unit Supervisor, Crisis Negotiation Team Supervisor and in the Professional Standards Unit. As a Lieutenant he has worked as a Watch Commander, Community Policing Bureau Commander and as the Chief’s Executive Officer.
He has an Associate of Arts degree in Criminal Justice and a Bachelor of Science degree in Public Administration . He also earned a Masters of Science Degree in Emergency Services Management from California State University, Long Beach. He is a graduate of the FBI National Academy Session 224, California POST Command College, West Point Leadership Program, Executive Development and the Sherman Block Supervisor’s Leadership Program.
In 1989 he was awarded the department’s Medal of Valor.
INVESTIGATION DIVISION COMMANDER
CAPTAIN CHUCK THOMAS
Captain Thomas has been in law enforcement since 1980, and came to Huntington Beach Police Department in 1984. During his career he has had the opportunity to work a variety of assignments.
He was a Patrol Officer, a Field Training Officer, a Beach Detail Officer, a Detective, a Sergeant, Watch Commander, and SWAT Commander; Community Liaison Team manager, media relations officer and was the Administrative Support Bureau Commander before being promoted to captain. He is currently the Investigation Division Commander.
Captain Thomas has a Bachelor of Arts Degree in Management and an Associate of Arts Degree in Administration of Justice. He is a graduate of the California Peace Officers Standards and Training Command College/Executive Leadership Institute and the FBI National Academy.
He attended local grade and high schools. He enjoys golfing, jogging, and other outdoor recreational activities.
