Talbert Beach
The Talbert-Beach subarea is 25 acres in size and is completely built-out. When this project area was created there were many "encyclopedia lots", small undevelopable parcels under many ownerships. The area is now characterized by a balance of industrial and residential development. Established in 1982 as a project area, the base year value was approximately $1.6 million. The total net 2000/01 assessed value approximates $39 million.

Seaview I

Seaview Village I, 27 single family homes constructed in 1998 are located on Orchid Drive.

Seaview Village II, these 10 condominiums, located at the corner of Happy Drive and Talbert Avenue were completed in 1998.  

Pacific Park Villas, 22 Condominiums, with a completion value estimate of $3.9 Million, is located at the corner of Joyful and Happy Drive. Common amenities include a pool & spa. The Redevelopment Agency provided $750,000 in first time homebuyer assistance to eligible buyers with the first sales in 1994.

Capewoods, 54 condominiums styled as "Tuscany" architecture with two and three stories over garage parking. This project had a completion value estimate of $5 Million.

Emerald Cove, 164 low-income senior apartments with a completion value estimate of $5 Million. This project, constructed in 1985, is owned by the City of Huntington Beach. The apartment complex has open parking and a community meeting room. This project won the 1984 Certificate of National Merit from HUD for the private-public partnership.

 

Windward Cove, is a 98 two bedroom senior condominium project that has a two-story walk-up configuration with carport parking. This project was completed by a private developer, William Lyon Homes, in 1984. Upon completion this project was valued at $9.8 Million.

Cabot Industrial Properties L P is owner of the 125,000 square foot industrial building located at 18100 Kovacs Lane. The building has an approximate 2000/01 assessed value of $7.8 Million. The Redevelopment Agency acquired the 5 acre site, then sold it to the developer, Boureston Developent, Inc., who completed construction in 1988.
