The City Administrator's office is responsible for the city's day-to-day operations and oversees city departments.
The City Administrator and two Deputy City Administrators are accountable for the overall management of the city's 1,200
employees and $348 million budget.

City Administrator- Penny Culbreth-Graft, DPA
The City Administrator is appointed by the City Council and, in her role as the city's chief executive, is responsible for implementing City Council policy and ensuring that the community is served in a productive manner.
Huntington Beach's City Administrator, Penny Culbreth-Graft directs and coordinates the city's day-to-day operations, and works with the elected City Attorney, City Clerk, and City Treasurer to effectively manage the city.

Deputy City Administrator- Paul Emery
As the Deputy City Administrator, Paul Emery oversees the City's Development activities, working closely with the Planning, Building and Safety, Public Works and Economic Development Departments to coordinate and facilitate the work of those departments. He also supervises the Public Information Office and support staff in the City Administrator's office.
Additionally, Mr. Emery oversees Intergovernmental Relations, which conducts liaisons with other governments, monitors state and federal legislation, and helps to coordinate the city's grant seeking efforts.

Deputy City Administrator- Robert Hall
Working closely with the City Administrator and the Development Services Deputy City Administrator, Bob Hall focuses on the internal operations for the city. He operates as facilitator and coordinator for several departments, including Information Services, Library Services, Finance, Community Services, and provides direct oversight of the Human Resources function.
Mr. Hall also oversees the Risk Management function, that is responsible for managing the city's risk and employee safety and coordinating the city's insurance and retirement program.
